The opening of the monument in honor of military builders took place during the celebration of the 30th anniversary of the defeat of Nazi troops in the Arctic-in October 1974.
The authors of the monument are the architect F. S. Taxis and the sculptor G. A. Glukhikh.
It is a long-term firing point, lined with dark red granite. The image of the pillbox is symbolic, because these structures, often under enemy fire, were built by military builders. The place for the monument was the point where, according to the memoirs of veterans, in 1941, groups of volunteers were formed, on which all responsibility for the restoration of the city fell. On the monument on the left is a bas-relief depicting two soldiers, and on the right is carved the inscription: "Dedicated to the memory of the soldiers-builders of Murmansk".
