The monument with a total height of 8 meters, perpetuating the memory of Sergei Mironovich Kirov, became the first monument made of bronze and the first sculptural portrait in Murmansk.

It stands in a small square in front of the building of the Murmansk Regional Duma, near the intersection of Pushkinskaya and Pushkinskaya streets. Vorovsky. The monument appeared in Murmansk not by chance — the party leader often visited the capital of the Arctic region. His interest in the North was great: he helped develop the riches of the Khibiny, build cities, and look for a place for the Northern Naval Flotilla. He was one of the most energetic and active representatives of the party. Sergey Mironovich advocated the electrification of the railway and oversaw the construction of the Tula and Niva hydroelectric power stations. Kirov took care of production in the Arctic as well as the life of the northerners. During one of his visits, the northerners reported that there were not enough funds for the construction of the Palace of Culture in Murmansk. Sergey Mironovich helped, and in the regional center there was a Palace now bearing his name.

It was important for the sculptor Zinovy Zelensky to create a monument that was understandable to the people, and to convey what the inhabitants of the country, including the northerners, especially loved about the Bolshevik: an open, penetrating look, wide cheekbones, strong-willed chin, spirituality, but softness. The bronze Kirov was dressed in a tunic belted with an army belt, trousers tucked into high boots. The mobility of the figure is emphasized by the unbuttoned, as if blown by the wind, overcoat. The work turned out to be elegant and detailed, despite the fact that it was performed in Moscow in a short time to make it to the twentieth anniversary of the liberation of Murmansk from the interventionists and the White Guards-February 21, 1940.
