The local residents call the memorial complex "To the Sailors who died in peacetime" a lighthouse. One of the most beautiful places in the city, where you can enjoy a beautiful view of the Kola Bay. It is located on the descent between Chelyuskintsev Street and Geroyev-Severomortsev Avenue.

From here you can see the sun-drenched city on a polar day, or the colorful cranes in a commercial port; ships in the Kola Bay; Lenin Avenue playing with the lights of cars and the hills inside which the city itself is located. From the platform to the memorial on both sides leads a beautiful marble staircase, framed by trees. And the slope, where the memorial object is located, is decorated with paintings made of colored crumbs in the summer.

The memorial itself was opened on October 5, 2002 for the City Day. At half past five in the evening, Moscow time, all the Murmansk ships, and those that were on the roadstead in the Kola Bay, and which crossed the world ocean, marked the opening of the memorial with a long horn.

The architectural dominant of the memorial complex is a hexagonal lighthouse tower with a height of 17.5 meters. On the upper platform is the Church of the Savior on the Waters. Next to the lighthouse, there is a ship's anchor with a seawater capsule laid under it. In the lighthouse on the first floor there is a hall-museum of memory. On the five walls of the museum there are memorial plates in memory of the sailors of different fleets who died at sea in peacetime. The museum contains books in memory of the dead sailors.

In 2009, on June 15, the control room of the Kursk nuclear submarine was installed next to the lighthouse, which became a monument to submariners who died in peacetime. The names of 33 submarines on which sailors died in peacetime are written next to the wheelhouse.  On the wall is carved the trace of a hand, touching which is like shaking the hand of a person who is forever left in the sea.
