The unveiling of the memorial sign "The Severomors who did not return from the war" became a landmark event. The initiator of the installation of the memorial was the Severomorsk branch of the All-Russian organization of veterans "Combat Brotherhood". The MT-LB combat vehicle (multipurpose conveyor (tractor), light armored) is installed on the pedestal.
It was put into service in 1964. MT-LB was used by Soviet troops in the Afghan war, and after the collapse of the USSR it was used in almost all major armed conflicts in the post-Soviet space. In significant quantities, MT-LB was also supplied to the allies of the USSR and neutral countries, and was used in a number of regional conflicts.
MT-LB was restored by employees of the repair company of the 61st Separate Marine Regiment of the Northern Fleet. With the support of the command of the Northern Fleet, three memorial granite slabs were made with the names of thirteen North Sea residents who died in "hot spots".
The right to remove the banner was given to the relatives of the victims. After the official ceremony in memory of the soldiers, a rowan alley - 13 trees - was planted next to the monument.
