The memorial complex "Marine Soul" was officially opened on July 26, 2003 during the celebration of the 70th anniversary of the Northern Fleet. It is installed on the site of the former building of the commandant's office at the entrance to the city.  The complex includes a monument to the soldier-liberator and the cabin of the diesel submarine "B-319"

A five-meter bronze sculpture of a sailor in a peakless cap and with an assault rifle in his hands rises on a granite pedestal, where the words "Marine Soul" are inscribed in gold letters. At the base of the pedestal there are two anchors connected by a chain.

On the commemorative plaque, attached to the 16-ton cabin of the submarine, is written in gold letters: "To you who died, but were not defeated, is dedicated". The names of the submarines that were scuppered, the names of their commanders, and the years of their deaths are listed below.

The Sea Soul complex was the last project of the sculptor Lev Yefimovich Karbel, who served in the Northern Fleet during the Great Patriotic War. The sculpture is a collective image of the defender of the Motherland, a marine who sets off from Polyarny to smash the enemy.
