The history of the Central City Library began in the harsh years of the war. On the initiative of the mayor of the military Murmansk Alexander Koltsov and by the decision of the Executive Committee of the Murmansk City Council of Deputies on October 20, 1943, the first city library-reading room was opened. The first manager, Lina Aleksandrovna Erokhina, died, and the library lost its book fund, it burned down during the war.
In 1944, the library, which was housed in the premises of the House of Pioneers on the street. Stalin, headed by Elena Nikolaevna Chekhovskaya. It was she who made an invaluable contribution to the formation and development of the two largest libraries in Murmansk - Regional Scientific and Central City. The opening of the Central Library in a new building at 93 Kolsky Prospekt in 1979 became a significant event for the city. In 2000, the Murmansk Centralized Library System was admitted to the Russian Library Association. In 2003, the Central City Library opens two museums: "Library - Literary Museum named after Nikolai Blinov" in branch number 4 and "Museum of the history of municipal libraries in Murmansk".
